Adds procedural review authority for the auditor general to evaluate county treasurers' offices for compliance with uniform accounting systems and internal controls.

Requires county treasurers to notify the auditor general in writing whether they agree with review findings and whether they will implement, modify, or refuse recommendations.

Requires county treasurers to submit written status reports within one year on correcting deficiencies and implementing recommendations, with auditor general follow-up and progress reviews.

Requires county treasurers to participate in any hearings scheduled by the joint legislative audit committee or other designated legislative committees during the review period.

Allows the auditor general to continue reviewing a county treasurer's progress beyond one year if deficiencies remain uncorrected or recommendations remain unimplemented.
