• Amends Arizona Revised Statutes section 20-1804 regarding life care contracts and entrance fee escrow requirements for residential facilities.

• Requires facilities to assign a sequential refund number to vacated units within 60 days of receiving a resident's notice to vacate and provide refunds in order based on that numbering system.

• Exempts life care contracts executed before January 1, 2026 and contracts with refundable portions limited to a maximum three-year waiting period from the new sequential refund requirements.

• Permits facilities to pay refunds when the vacated unit is next in line based on sequential numbering and sufficient funds from new resident entrance fees are available to cover the full refund amount.

• Takes effect December 31, 2025 and applies only to contracts entered into on or after that date.
