• Requires the Department of Public Safety to establish a transnational repression recognition and response training program for peace officers and law enforcement, covering identification tactics, information on governments employing transnational repression, prevention best practices, and targeted communities.

• Defines "foreign government agent," "foreign terrorist organization agent," "protected conduct" (lawful activities including religious exercise, free speech, petition for redress, and peaceful assembly), and "law enforcement activity."

• Prohibits training program from including misinformation training or promoting targeting of persons based on political or religious beliefs.
