Establishes a new deadline for parent-requested evaluations submitted between May 1 and August 15: school districts must begin the evaluation or provide written notice of refusal within 15 calendar days of receipt.

Makes minor grammatical corrections, including changing "a" to "the," "education" to "educational," and "shall be" to "is" throughout the statute to improve clarity.

Maintains existing due process hearing procedures and requirements that public educational agencies pay all costs associated with administrative hearings related to special education disputes.
