Amends Arizona Revised Statutes section 16-956 to expand the Citizens Clean Elections Commission voter education pamphlet to include county candidates, including board of supervisors members, alongside statewide and legislative district candidates.

Requires the Commission to publish separate primary and general election documents containing names of all candidates for statewide, legislative district, and countywide offices without regard to participating or nonparticipating candidate status.

Maintains existing requirements that the Commission deliver one copy of each document to every household with registered voters before early ballot distribution dates.

Specifies that the voter education guide cover must be easily distinguishable from the secretary of state's publicity pamphlet and must display "paid for by the citizens clean elections fund" at the bottom.

Requires approval by at least three-fourths vote of both houses of the legislature per Arizona Constitution article IV, part 1, section 1; approved by the Governor on May 13, 2025.
