Amends Arizona Revised Statutes sections 41-751 and 41-1720 to establish benchmarks for law enforcement compensation in the state.

Requires the director to include the most recent benchmarks established pursuant to section 41-1720 in the annual personnel report to the governor and legislature.

Mandates that the Department of Public Safety annually establish and consider benchmarks based on the average total compensation of comparable law enforcement ranks at the department's three largest county or municipal peer agencies in Arizona.

Defines "total compensation" to include base salary, educational incentive pay, physical performance pay, longevity pay, and employer-made retirement contributions.

Directs the department to use parity compensation fund monies to enhance recruitment and retention of qualified law enforcement personnel based on these peer agency benchmarks.
