Amends Arizona Revised Statutes section 12-2312 to prohibit disclosure of information that could identify individuals who submit anonymous tips to silent witness, crime stopper, or operation game thief programs.

Allows prosecutors to disclose tip information if required by constitutional, legal, or ethical duties, and requires prosecutors to make reasonable efforts to prevent disclosure when not required by such duties.

Requires a motion filed in superior court in the county where the alleged event occurred to compel production of anonymous tip records, with the moving party bearing the burden to establish good cause for disclosure.

Defines good cause for disclosure to include reason to believe the tip was motivated by bias or animus, or that disclosure is reasonably necessary to investigate a defense or potential sentence.

Requires silent witness programs to retain written tip materials until at least the first anniversary of the later of: expiration of all appeals and postconviction relief matters in a criminal proceeding, or exhaustion of appeal rights in a civil proceeding.
