Amends Arizona Revised Statutes § 28-695 to modify the definition of aggressive driving by specifying that violations must include section 28-701.02, subsection A, paragraph 1 (school crossing speed limits) rather than general excessive speeding violations.

Modifies § 28-701.02 to clarify that a person cannot be issued a civil complaint for violating section 28-701 if the violation arises from the same circumstances as a charge under subsection A, paragraph 2 or 3 (exceeding speed limits by more than 20 mph).

Adds a new definition of "business or residential district" to specify that arterial streets only qualify if they provide direct access to a home or business without requiring passage through another street or parking lot.

Restricts aggressive driving charges to violations involving school crossing speed limits (exceeding 35 mph) combined with at least two other traffic violations, removing general excessive speeding as a standalone component.
