Establishes a remedial groundwater program allowing up to 65,000 acre-feet annually across all active management areas to be deemed consistent with groundwater management goals if withdrawn pursuant to approved remedial action projects or containing PFAS contamination.

Exempts annual remedial groundwater withdrawals of 250 acre-feet or less from being debited against an assured water supply account and removes replenishment obligations for such uses.

Requires separate metering of remedial groundwater and annual reporting of remedial groundwater volumes and purposes for users with or applying for assured water supply certificates or designations.

Mandates 120-day advance notice to the Director of Water Resources detailing annual withdrawal volumes, time periods, commencement dates, intended uses, and approval documentation from environmental agencies before commencing withdrawals.

Adds PFAS (perfluorooctanesulfonic acid, perfluorooctanoic acid, and related substances) exceeding EPA maximum contaminant levels to the definition of hazardous substances in Arizona environmental law.
