Establishes a system of "correlative rights" to groundwater in alluvial-fill basins outside initial active management areas containing the Central Arizona Project aqueduct, allowing proportional allocation of water based on land ownership.

Allocates groundwater to eligible landowners through personal accounts based on their proportional share of basin acreage and available groundwater volume, plus annual credits equal to their share of natural recharge.

Closes basins to new groundwater pumping except by account holders, who may withdraw water subject to reasonable use requirements, trade credits with other account holders, and transfer water freely within the basin without it being tied to the land.

Allows landowners with a single exempt well to opt out of the correlative rights system, and exempts small non-irrigation wells (35 gallons per minute or less) from certain groundwater regulations when subject to beneficial use requirements.

Establishes a statewide 2026 ballot measure asking voters whether correlative rights should be automatically established in all eligible basins and subbasins, with implementation to follow immediately upon voter approval.
