Establishes Article 16 in Title 45, Chapter 1 of Arizona Revised Statutes regarding effluent compensation for municipal water providers.

Requires municipal providers with exclusive water service areas to compensate eligible customers for their proportional share of the full market value of effluent not recharged back in the customer's active management area.

Defines eligible customers as those in active management areas with safe yield groundwater goals who receive potable water and wastewater service from the same municipal provider.

Mandates municipal providers calculate and award eligible customers a billing credit based on their proportional share of effluent market value that was not recharged in their active management area during each billing period.

Authorizes eligible customers to file complaints with the director or pursue private lawsuits challenging a provider's proportional share calculations, with liable providers owing damages, attorney fees, and interest if found to have undercompensated customers.
