• Municipal providers must calculate and track wastewater volumes received from eligible customers, effluent produced, amounts recharged locally, and market value of non-recharged effluent each billing period.

• Effluent recharged to satisfy replenishment obligations or recharged without consideration counts as recharge in the customer's area; effluent used for long-term storage credits or other municipal obligations does not count toward recharge.

• Eligible customers may submit complaints to the director or file lawsuits challenging the municipal provider's proportional share calculations, with liability for damages, attorney fees, and interest if miscalculation is found.
