Amends Arizona Revised Statutes Section 16-168 regarding preparation and distribution of voter precinct registers by county recorders.

Changes language requiring county recorders to deliver precinct lists to party chairmen within ten business days "after" (instead of "of") the close of each voter count date, and clarifies that party chairmen may request daily early ballot information during the 33 days before an election.

Modifies provisions regarding use and distribution of voter registration information to prohibit persons from "allowing" (instead of "permitting") registers or lists to be used, bought, sold, or transferred for unauthorized purposes.

Clarifies that voter "email" addresses (replacing "e-mail") cannot be released for any purpose and updates related language about public inspection limitations of voter registration records.

Replaces references to criminal penalties for violations of voter registration information provisions with language stating that the section "does not" (instead of "shall not") preclude public inspection of voter records.
