Amends Arizona Revised Statutes section 9-235 regarding how cities and towns fill council vacancies through appointment.

Requires the council to make an appointment to fill a vacancy within sixty calendar days after receiving notice of the vacancy, unless no candidate meets the qualifications in section 9-232.

Maintains existing provision that if a vacancy occurs more than thirty days before the nomination petition deadline, the appointment is until the next regularly scheduled election; otherwise the appointment is for the unexpired term.

Exempts charter cities from these appointment requirements.

Requires any appointed member to meet the qualifications established in section 9-232.
