Grants immunity from civil liability to counties, cities, towns, sheriffs, law enforcement officers, and employees for incidents occurring during child exchanges at neutral safe exchange locations.

Allows courts to order child custody exchanges at safe exchange locations (designated neutral locations, court-approved locations, or party-agreed locations) when in the child's best interests.
