HB2435 Summary

• Auditor General shall conduct a special audit of all monies spent on programs and services for individuals experiencing homelessness in Arizona.

• Audit scope includes state expenditures, expenditures by municipalities and counties with above-average homeless populations, federal monies allocated for homeless programs, and law enforcement spending related to homelessness.

• All state and local governmental entities must cooperate with the audit and provide access to financial records and necessary information at no cost.

• Special audit shall examine contract and grant awards for homeless services, success metrics, efficiency of data management systems, and per-person expenditure for each service provided.

• Auditor General must submit the special audit report to the Governor, President of the Senate, and Speaker of the House by December 31, 2026; this section repeals June 30, 2027.
