Prohibits the state registrar from changing sex designation on a birth certificate as a result of sex change surgery.

Removes the provision allowing amendments to birth certificates based on sex change operations or chromosomal counts verified by a physician.

Permits birth certificate amendments only for adoption, paternity acknowledgment, name changes by court order, and factually inaccurate entries at time of recordation.

Allows the state registrar to correct misinformation on birth certificates when evidence establishes the original entry was factually inaccurate, with corrections sealed from public view.

Prohibits commissioners from issuing orders to amend birth certificates for sex designation changes.
