Redirects 55% of unclaimed property monies received by the department to the housing trust fund established by section 41-3955, with 40% of that amount exclusively for rural housing development.

Requires the first $2,000,000 of remaining monies each fiscal year to be deposited in the seriously mentally ill housing trust fund established by section 41-3955.01.

Allocates the next $24,500,000 of monies each fiscal year to the department of revenue administrative fund established by section 42-1116.01.

Maintains existing provisions for depositing unclaimed shares and dividends in the permanent state school fund and unclaimed victim restitution payments in the victim compensation and assistance fund.

Requires the department to retain at least $100,000 in a separate trust fund to pay claims.
