Amends Arizona Revised Statutes Section 42-18303 to allow counties to sell tax deed property to public entities for affordable housing purposes at less than fair market value without public auction.

Requires a regulatory agreement recorded with the county recorder that mandates affordable housing units remain continuously affordable to low-income persons and families for a minimum of 30 years.

Allows counties, cities, towns, or special taxing districts to acquire tax deed property for affordable housing if it serves the entity's best interests, as determined by the U.S. Department of Housing and Urban Development standards.

Maintains existing provisions allowing sales to contiguous residential property owners and the general public through auction, with property removal from auction if pending offers are under review.
