Changes Arizona Revised Statutes Section 9-500.49 to require (rather than allow) city and town legislative bodies to authorize administrative personnel to review and approve site plans, development plans, land divisions, plats, and design review plans without public hearings.

Removes the requirement that self-certification programs for registered architects and professional engineers be adopted by ordinance, making them optional municipal programs.

Allows registered architects and professional engineers to certify and take responsibility for compliance with applicable ordinances and construction standards for projects designated as self-certification eligible.

Permits at-risk submittals for on-site preliminary grading, drainage work, and infrastructure projects.

Enables expedited permit review for applicants with a history of compliance with building codes and regulations.

Effective December 31, 2025.
