Requires all government-owned buildings or facilities owned by a county, city, or town that are accessible to the public to be made available as voting locations when requested by the officer in charge of elections.

Directs the department of administration to coordinate with state agencies and counties to provide available state-owned facilities as voting locations beginning in 2026.

Changes the designation of polling places that restrict electioneering from "emergency" polling places to "nonelectioneering" polling places, allowing such designation only when the facility is not owned by the state, county, city, or town and either an act of God renders a previous polling place unusable or all suitable alternatives have been exhausted.

Requires the county recorder or other election officer to post on its website at least two weeks before election day a list of nonelectioneering polling places and specify the reason for the designation and number of attempts made to find an alternative polling place.

Updates the website as soon as practicable if a nonelectioneering designation becomes necessary after the initial posting.
