Modifies Arizona unemployment benefit duration based on prior quarter unemployment rates, replacing a two-tier system with an eight-tier graduated scale.

Reduces maximum benefits from 26 weeks to 12 weeks when unemployment is 5% or less.

Increases maximum benefits to 26 weeks when unemployment exceeds 8%, with graduated increases (14, 16, 18, 20, 22, 24 weeks) for unemployment rates between 5% and 8%.

Maintains the existing cap preventing individuals from receiving more than one-third of their base period earnings in a benefit year.

Defines "unemployment rate in the prior calendar quarter" as the average of seasonally adjusted unemployment rates for the most recently published quarter as reported by the Office of Economic Opportunity.
