Establishes that a party to a contested case or appealable agency action is entitled to one peremptory change of administrative law judge.

Authorizes parties to file a nonperemptory motion with the director to disqualify an administrative law judge for bias, prejudice, personal interest, conflict of interest, being a material witness, or lack of necessary technical expertise.

Changes the standard for nonperemptory disqualification motions from permissive ("may") to mandatory language ("shall be authorized to").

Updates existing provisions regarding hearing procedures, evidence presentation, recording requirements, burden of persuasion, and findings of fact and conclusions of law in administrative hearings.
