Amends sections 28-3396 and 28-3397 of Arizona Revised Statutes regarding fees charged for defensive driving schools.

Transfers collection responsibility from defensive driving schools to courts of record or court-contracted vendors for court diversion fees and surcharges.

Maintains the $45 surcharge for individuals attending defensive driving schools, with first $10,400,000 in annual revenue directed to the Department of Public Safety Forensics Fund and remaining funds to the state general fund.

Caps the additional defensive driving school fund fee at $15, established by the supreme court, to be collected by courts or contracted vendors and transmitted to the supreme court.

Prohibits court-contracted payment processors from being affiliated with any defensive driving school in the state.
