Amends Arizona Revised Statutes Section 19-125 regarding the form of ballots for ballot measures.

Requires the secretary of state and attorney general to post approved impartial summaries on their websites at least 30 days before official ballots and publicity pamphlets are printed.

Mandates that the impartial summary describe what a "yes" vote and "no" vote will effect, not to exceed 50 words total, and must be prepared by the secretary of state and approved by the attorney general.

Requires the secretary of state to provide a copy of the impartial summary to the committee that filed the ballot measure, if any.

Establishes that if the impartial summary does not include the required "yes" and "no" vote effect language, the ballot must comply with alternative provisions in subsection F of the statute.
