Repeals existing sections 19-102.01 and 19-111.01 and establishes a new section 19-111.01 allowing political committees to submit proposed ballot measure descriptions to the attorney general for pre-approval before submitting petition applications.

Requires the attorney general to approve or reject submitted descriptions within ten days and state reasons for rejection; any challenges to approved descriptions must be filed in superior court within ten days of approval.

Amends section 19-118 to establish registration requirements for all non-resident and paid circulators on statewide initiative and referendum measures, including submission of application with personal information, affidavit, and consent to state jurisdiction.

Disqualifies circulators with civil or criminal penalties for election law violations within five years, those convicted of treason or felonies without civil rights restoration, and those convicted of fraud, forgery, or identity theft.

Amends section 19-125 to require the secretary of state and attorney general to post approved ballot measure summaries on their websites at least thirty days before ballots are printed and provide copies to the filing committee.
