Repeals the existing prohibition on collecting early ballots from other persons, replacing it with a new class 6 felony for knowingly collecting voted or unvoted early ballots from another person.

Defines "caregiver" as a person providing medical or health care assistance in residential settings, and establishes definitions for "collects," "family member," and "household member."

Requires instructions on early ballots to inform voters that only they, family members, household members, or caregivers may handle or return their ballots, with violations being unlawful under the statute.

Removes prior language from voter instruction requirements regarding ballot collection limitations effective through 2025, with new language beginning in 2026 regarding ballot return methods and identification requirements at polling places.
