• Expands early voting by allowing county recorders to establish multiple early voting locations on specific board resolution and continue operations during the three-day period before election day if precinct registers can be updated timely.

• Modifies ballot replacement procedures to allow multiple replacement ballot locations open from 6:00 a.m. to 7:00 p.m. on election day and clarifies provisional ballot procedures when voters move within a county.
