Creates an annual groundwater withdrawal fee for lessees of state agricultural land located outside active management areas or irrigation non-expansion areas who use groundwater for irrigation.

Requires agricultural land lessees to report by March 31 each year: well location, quantity of groundwater withdrawn during the previous calendar year, and specific uses of the groundwater.

Establishes that the Department shall create rules to establish and collect the groundwater withdrawal fee.

Directs fees collected to be deposited in the fund of the appropriate beneficiary.

States legislative intent that the annual groundwater withdrawal fee should reflect the fair market value of the groundwater withdrawn.
