Repeals sections 45-108.02 and 45-108.03, eliminating exemptions for subdivisions with inadequate water supplies that would be transported by motor vehicle or train.

Eliminates requirements for municipalities and counties to adopt separate ordinances or provisions related to adequate water supply for subdivisions outside active management areas; consolidates water supply evaluation requirements under section 45-108.

Removes language allowing exemptions for subdivisions with inadequate water supplies and eliminates mandatory disclosure statements on plats and promotional materials describing exemption conditions.

Modifies section 45-108 to establish statewide requirements that subdivisions outside active management areas must either have an adequate water supply determination from the director of water resources or obtain written commitment from a water provider designated as having adequate supply.

Updates sections governing subdivision platting (9-463.01, 11-823, 32-2181, 32-2183) and timeshare properties (32-2197.08) to remove references to repealed exemption sections and align with revised adequate water supply standards.
