Requires building permit applicants for single-family residential homes in subdivisions to disclose ownership interests and provide an approved public report if the property owner owns six or more properties within the parent parcel or intends to create a subdivision.

Adds exemptions from public report requirements for applicants in active management areas with assured water supply or outside active management areas with compliance documentation.

Requires land division applicants to disclose ownership interests in the subject property and any ownership interests in the parent parcel from which properties were previously divided within the last ten years.

Mandates land division and minor lot split applications include attestation language warning applicants of subdivision law requirements, public report obligations, and penalties for unlawfully dividing parcels by acting in concert.

Defines "parent parcel" as a parcel less than 160 acres or any subsequent land division of ten or more acres, and establishes "minor lot split" as improved or unimproved land divided into five or fewer lots, parcels or fractional interests.
