Establishes an Office of Resiliency within the Governor's Office, headed by a director appointed by the governor to serve at the governor's pleasure.

Director is eligible to receive compensation pursuant to existing state salary provisions and has authority to address climate change threats to water and natural resources.

Office shall advise the governor on water, land use, transportation, energy, and other policies as determined necessary.

Office must develop and periodically update a resiliency plan to protect or improve the state's human population and natural and economic systems against climate change risks.

Directs state agencies to identify and characterize potential, current, and future climate-related risks to water resources, temperature-sensitive populations and systems, energy systems, transportation systems, vital infrastructure, public facilities, and natural lands.

Repeals Title 49, Chapter 1, Article 6 of Arizona Revised Statutes.
