Extends certificate of assured water supply requirements to building permit applications for six or more detached single-family residences, multifamily residential properties, or condominiums within active management areas (effective after September 30, 2024).

Requires applicants to pay activation fees and replenishment reserve fees under sections 48-3772 and 48-3774.01 and provide proof of payment with permit applications.

Adds definitions for "condominium" (section 33-1202), "multifamily residential property" (section 49-746), and "residential lease community" (six or more detached dwelling units intended to be leased under a common promotional plan).

Modifies district duties to levy onetime activation fees against housing units in residential lease communities and condominiums enrolled on or after January 1, 2026.

Updates annual membership dues calculations to include residences within residential lease communities and units within condominiums on a per-unit basis.
