Amends section 13-3961 to change language from "indication" to "evidence presented" when courts consider whether a person illegally entered or remained in the United States for bail determinations on serious felony offenses.

Adds "dangerous offense" alongside "violent offense" as criteria for denying bail when the state certifies and court finds clear and convincing evidence that a defendant poses substantial danger to another person or community.

Amends section 13-3967 to add two new factors for judicial officers to consider when determining bail amounts: the accused's financial ability to pay bail and whether the accused's race or ethnicity is disproportionately represented in the jail population to avoid disparate treatment.

Changes gender-specific language ("his") throughout section 13-3967 to gender-neutral language ("the person's" or "the defendant's").

Specifies that electronic monitoring required as a condition of release for certain domestic violence and sex offense charges shall be provided at no charge to the person.
