Allows guardianship proceedings to be initiated for minors at least 17 years 6 months of age, with the guardianship order taking effect on the minor's 18th birthday.

Permits courts to accept evaluations of alleged incapacitated persons conducted within 6 months prior to petition filing in lieu of ordering additional evaluations.

Establishes procedures for court-appointed independent evaluations when an alleged incapacitated person lacks an established relationship with a qualified physician, psychologist, or registered nurse.

Allows courts to order the alleged incapacitated person, petitioner, or county to pay costs of independent evaluations if the petition is denied.

Authorizes guardians to consent to treatment in community residential treatment programs, in-home support services, and medication management services for wards with developmental disabilities.
