Amends Arizona Revised Statutes sections 15-808 and 15-901 to distinguish between half-day and full-day kindergarten programs for average daily membership (ADM) calculation purposes.

Establishes that full-day kindergarten programs must meet at least 712 instructional hours during the school year, while half-day programs must meet at least 346 hours.

Modifies the definition of "full-time student" to include students enrolled in either a half-day kindergarten program (346+ hours) or a full-day kindergarten program (712+ hours).

Updates daily attendance calculations for kindergarten students to recognize different attendance thresholds based on whether the program meets 356-711 hours or at least 692 hours.

Changes the minimum age requirement for common school full-time students from six years old to five years old before January 1 of the school year to align with kindergarten eligibility.
