Establishes a study committee on educator health insurance costs consisting of 9 members representing health insurance trusts, school districts, teachers, superintendents, governing boards, and classified employees.

Directs the committee to examine costs to school districts and employees for providing health insurance to employees and dependents, and may review plans currently offered by Arizona school districts.

Requires the committee to recommend ways to provide high-quality, affordable health insurance to school district employees and their dependents for both districts and employees.

Mandates the committee submit a report with findings and recommendations to the governor, president of the senate, and speaker of the house by November 1, 2026.

The committee automatically repeals on October 31, 2027.
