Expands the definition of "school-based mental health professional" to include school counselors, school social workers, school psychologists, and licensed behavioral health providers (previously limited to counselors and social workers).

Replaces references to "school counselors" and "school social workers" throughout the statute with the broader term "school-based mental health professional" to encompass additional qualified mental health personnel.

Allows school districts and charter schools to include licensed behavioral health providers who are contracted to provide school-based mental health services and meet specific requirements under title 32, chapter 33.

Modifies program proposal requirements to reference "school-based mental health professional services plans" instead of "school guidance and counseling plans" to reflect the expanded scope of eligible professionals.

Maintains existing requirements for school safety program proposals, including assessments of school safety needs, implementation plans, evaluation methods, confidentiality policies, and referral procedures to community entities.
