Requires anyone selling neonicotinoid pesticides in Arizona to be licensed as a restricted use pesticide seller.

Limits neonicotinoid pesticide use to certified applicators, veterinarians, and pressure-treated wood preservers; violators face class 3 misdemeanor charges.

Exempts pet care products for fleas and ticks, personal care products for lice and bedbugs, indoor pest control products, and wood preservatives from the restrictions.

Defines neonicotinoid pesticides to include imidacloprid, clothianidin, thiamethoxam, dinotefuran, and six other specified chemicals, with the department able to designate additional neonicotinoid chemicals.

Requires the Arizona Department of Agriculture to review state pesticide laws for pollinator protection and submit recommendations to state leadership by July 1, 2026; this reporting requirement repeals September 30, 2027.
