Repeals section 23-1302 of Arizona Revised Statutes, which pertains to right-to-work protections.

Changes the article heading in Title 23, Chapter 8, Article 1 from "RIGHT TO WORK" to "GENERAL PROVISIONS."

Amends section 23-1306 to remove language protecting employees from discharge based on non-membership in labor organizations and simplifies civil liability provisions for violations of employment-related statutes.

Amends section 23-1501 to remove retaliation protection for exercising free choice regarding labor organization membership by deleting the reference to section 23-1302.

Becomes effective only upon voter approval of a constitutional amendment via House Concurrent Resolution at the next general election.
