Adds "consular identification card" to the definition of highly restricted personal information in driver license records, alongside social security numbers and individual taxpayer identification numbers.

Allows applicants to provide an individual taxpayer identification number or consular identification card number instead of a social security number when applying for a driver license or instruction permit.

Requires driver licenses issued to applicants without a social security number to be marked with "For driving PRIVILEGES only. Not valid for identification."

Sets the validity period of driver licenses to eight years for applicants who do not provide a social security number on their application.

Removes existing language prohibiting driver license issuance to persons without authorized presence in the United States.
