Changes the base limit year for school district expenditure limitations from fiscal year 1979-1980 to fiscal year 2025-2026.

Updates references in expenditure limitation calculations from school year 1978-1979 to school year 2024-2025 and from calendar year 1978 to calendar year 2024.

Modifies reporting deadlines for school district expenditure limitations, changing from "prior to" to "before" March 1 and May 1 of each year.

Defines "student population" for school districts as the weighted student count provided by article IX, section 21, subsection (4), paragraph (e), Constitution of Arizona and determined pursuant to section 15-943.

Becomes effective only if the Arizona Constitution is amended by voter approval at the next general election through passage of House Concurrent Resolution relating to expenditure limitation.
