Prohibits public service corporations regulated by the Corporation Commission and public power entities from making contributions to political action committees that make expenditures for or against Corporation Commission candidates.

Prohibits public service corporations, their parent companies, and subsidiaries from spending ratepayer money on memberships, dues, charitable contributions, advertising, litigation regarding regulations, and other non-regulated business expenses.

Prohibits public service corporations and public power entities from spending ratepayer money on compensation exceeding the governor's annual salary and restricts spending on board travel, entertainment, aircraft, and investor relations.

Prohibits public service corporations regulated by the Corporation Commission and public power entities from using ratepayer money to lobby the legislature.

Requires entities subject to these restrictions to file reports disclosing the source of monies used for lobbying activities.
