Establishes a municipal composting program under the Department of Environmental Quality to provide grants to municipalities for curbside composting collection programs.

Creates the municipal composting program fund to be administered by the department, funded through legislative appropriations and fees collected under the imported hazardous waste management program.

Directs the department to adopt rules establishing an imported hazardous waste management program for waste classified as hazardous in its state of origin but not in Arizona.

Requires the imported hazardous waste management program rules to establish criteria, standards, and fees for transportation, treatment, storage, and disposal of imported hazardous waste.

Deposits fees collected from the imported hazardous waste management program into the municipal composting program fund to support program administration and grants to eligible municipalities.
