• Requires schools to notify parents/eligible students of directory information types and provide opt-out rights, with a specified timeframe to decline designation of information as directory information.

• Prohibits schools from disclosing student addresses, telephone numbers, or email addresses unless the parent/eligible student provides written consent or has not opted out and the disclosure is to enrolled students for educational purposes or to school employees for school business.

• Mandates schools provide military and armed services recruiters equal access to directory information and school property as provided to other educational/occupational opportunity representatives.

• Changes requirement that student transcripts "shall not be released" to postsecondary institutions, militia, or armed services representatives to "may not be released" unless the student provides written consent using a form with separate check boxes for each entity.

• Adds definition of "eligible student" as a student who is at least eighteen years of age or emancipated, and clarifies schools must provide parent notification policy in annual notice in electronic or printed form.
