Prohibits government entities in Arizona from using monies or in-kind goods/services from foreign governments or foreign nongovernmental sources for election administration.

Requires persons and vendors providing election administration services to certify annually under penalty of perjury that they are not knowingly receiving donations from foreign sources, with updates required within five business days of learning new information.

Mandates government entities file quarterly reports with the Secretary of State listing all persons or vendors providing election administration services, with the Secretary of State posting all certifications on its website.

Imposes civil penalties of three times the money paid or contracted to be paid for violations of certification requirements, paid to the first successful litigant, with controlling persons of vendors jointly and severally liable.

Allows any qualified elector or state officer to bring civil actions for damages of $1,000 per day from noncompliance plus costs and attorney fees, and prohibits foreign contributions to ballot measure campaigns with certification requirements for campaign finance reports.
