Replaces reference to "division of finance" with "department of administration" for the entity that draws warrants for apportioned federal funds.

Changes pronoun references from "it" to "the monies" for clarity when describing the deposit and placement of funds in the appropriate school district fund.

Maintains existing procedures requiring county treasurers to disburse funds only upon school district vouchers and county school superintendent warrants.
