Authorizes the Arizona Department of Transportation to issue "community college access and success special plates" if an entity pays $32,000 by December 31, 2025 for implementation.

Establishes a $25 annual fee for the special plates, with $8 designated as a special plate administration fee (deposited to the state highway fund) and $17 as an annual donation to a new community college access and success special plate fund.

Requires fund monies to be distributed to a 501(c)(3) nonprofit organization headquartered in Arizona that was founded in 2006, has a mission supporting LGBTQ+ community college students and employees, and provides scholarships to LGBTQ+ students.

Limits fund administration costs to no more than 10% of annual deposits, with the first $32,000 reimbursed to the entity that paid the implementation fee.

Allows community college districts to request customized colors and designs for their special plates and permits combination with personalized license plates subject to additional fees.
