Allows school districts and charter schools to administer the statewide assessment in written form if required by an individualized education program, a Section 504 plan, to accommodate special circumstances, for religious purposes, or upon request by a pupil's parent or guardian.

Permits high school pupils who take a nationally recognized assessment administered by an outside entity to submit their official score report to their school district or charter school instead of taking the school-administered assessment.

Requires school districts and charter schools to record externally-obtained assessment scores in the pupil's file and report them to the state board of education and department of education.

Allows pupils who submit an official score report from an outside assessment before the school's testing date to opt out of the school-administered assessment, with the external score used for achievement data purposes.

Clarifies that opting out of the school-administered assessment does not exempt pupils from collection of nontest indicator data or other required information.
