Establishes that the county recorder shall maintain voter registration rolls for all school elections.

Requires the county recorder and county officer in charge of elections to conduct school elections using the same procedures prescribed for county elections under titles 16 and 19.

Designates the county officer in charge of elections as the filing officer for all school elections.

Amends section 16-311 to clarify that school district candidates file nomination papers with the county elections officer rather than the county school superintendent.

Applies to all elections conducted on or after December 31, 2025.
